The 15th finance commission report is income distance which seems like a good thing but i'll get into the details where it's a terrible thing right. Income distance has been calculated as the distance of a given states per capita gs dp taken over a three-year period from that of haryana so far it seems reasonable except that this distance is then scaled using the 2011 population of each state.
