The National Park Service's Problem With Violent Crime
There is no codified mechanism for how parks should deal with violent crime. Shenandoah was understaffed with Rangers and the Rangers there were doing a great job. There are some national parks that don't have any law enforcement Rangers or they have one law enforcement Ranger who's literally covering thousands of acres. You just can't be effective in that kind of environment.
