This is Modi's first state visit to Washington. The relationship between the United States and Modi has not always been simple. There were horrific Hindu Muslim riots that occurred on his Watch as Chief Minister in which Muslims suffered disproportionately. In fact, I don't think it's ever been used before or since law to revoke his visa.
