The Importance of Joint Lists in Hearings
The official rules entitle the minority to one witness. But informal norms can sometimes be eclipsed by relationship between staff and committee leadership. Congress does not pay for witnesses to travel to DC to testify, so that's one issue. Witnesses are usually folks who are in the DC area more often than not; they're associated with partisan causes.
