Why Did You Think That It Worked?

i'm always interested by things where the response or the result is either the opposite of what was intended. I would have thought that if you put more water fountains, or make it easier for people to refill water bottles, then you'd get less littering and wastage. So i don't think changing the ratio, i'm not surprised at changing the ratio didn't really affect anything. Am surprised that, but again, maybe this comes back to the water point.
