Luigi's theory is that european authorities want to keep their own hands clean by not letting in migrants. He says even low skilled migrants would be an economic positive if Europe used a gulf monarchy approach, where migrants don't get government benefits and work for very high wages. But he argues the sheer number of these magnets doesn't really have an affect on any paean except so few who accept them.
