Papa's solution to the problem of induction was to reframe it and say that justification isn't needed in the first instance. He said there is no process of justifying a theory, so theories are always conjecture. Once you've got the idea that you don't need justification, everything eventually falls into place. And it falls into place in a structure that makes sense off science and even beyond science.
