In 19 74, as the crisis continued to escalate, secretary of defense James lessenger put orders down the chain through the military. He said if you receive any orders from the commander in chief to execute involving nuclear weapons in particular, do not execute without checking with me first. A soldier who was stationed in a nuclear armed unit in west germany at that time, in august 19 74, remembers the order for the first time. And he says they debated it among commanders of the unit, whether it was lawful and so on. Ouijs: "To go to war without any input from the pre to the point, if i remember correctly, is remarkable"
