Is the Refusal to Vote a Constitution Down?

It took a while to pass. For a number of reasons, I think some of their concerns were valid. They worried that the governor would have a little bit too much power. So they really were invested in making sure that this constitution protected rights. It's a great example of one of the truisms you've heard a million times: democracy is imperfect.
