The Restricted Data Category Is a Matter of Statute
The classified data category is a matter of statute. It does not lo right from the executive order that creates the classification system. The law essentially says, any information paraphrasing about nuclear weapons is classified as restricted data by default. A president just can't come in and wave his hand and change how it works. You actually have to go to congress for that. What's unusual about it is it's if national national defense information, this requires a person to say secret restricted data. Doesn't require that restricted data is defined by the content of the data.
