Exeter had something that no other city in England had. Githa, the mother of the fallen King Harold Godwinson, lived there. There is even a street within the city named Earl'sbury which is translated quite literally to the Earl's Burr. It was likely connected to the Hall of the House of Godwin. Exeter would have made a fine landing point for any future campaigns.
