Lysander is flanked by two top spartan generals, and his speech reminds them of the facts. Lysander had just not so subtly hinted that a siege was back on the table once again. A great city the size of athens reasonably needed a triacon, tarke, a board of 30. The constitution of their new ally, sparta, was widely acknowledged to be the best from lysander's perspective.
