The weird and costly thing about IRBs is that you don't license researchers to do research. You license each particular act of the research so that you have to get permission in advance before engaging on any project. Event licensing is a kind of regulation that we almost never use because it is prima-fashy so expensive. It's expensive that way and the process itself is extremely expensive. Researching time is very expensive stuff and monetarily as well as in the benefits that they can produce.
