Nietzsche's Consciousness Is Only a Net of Communication Between Human Beings
The way a military is organized is hierarchical. The first seeds of what would later become states emerged out of militaries. And so when human beings organize themselves en masse into military formations and used military organization to attack their enemies, they did it on the basis of an order of rank. We still recognize and militaries today still assert it's essential that they be able to maintain their chain of command.
