The Unexpected Consequences of a Budget Double
In the US, in the late 90s and early 2000s, the National Institutes of Health had a doubling of its budget. The idea that researchers were spending less time doing research because they were spending more time writing proposals to fund their salaries is clearly not an efficient outcome. Universities also built a lot of new medical buildings in anticipation of them winning a share of this additional money. And they overbuilt far more capacity than the money could have supported in the first place.
