Paying Health Care Providers

There is no perfect way of paying health care providers. If we could measure health care quality precisely well, then it'd be very easy to pay doctors. But because there's so much variation in medicine, there's somuch uncertainty about whether what the doctor did led to a good outcome or didn't lead to a bad outcome. We're not getting that right now and i don't think any advanced nation allows enough competition between payment systems to promote all dimensions of quality.
