I think what you guys are talking about is a world in which there are very significant zones of impuniy and in which there's no capacity for enforcement at all. I the concernand ind i think you each indifferent in using different examples brought up, actually examples that don't really support your point. So a road system is a highly policed system. And it's policed both prospectively and retrospectively. It's not enough to say that we're increasing surveillance. You have to ask, are you increasing surveillance of a type that threatens liberty? Are you increasing Surveillance of atype that protects liberty by by precluding or diminishing the sort of activity on the part of non governmental actors
