The president has said that if people refuse to wear masks on planes, they will double the fine. The mechanism whereby it's implemented would very likely be some sort ofa recommendation from the c d c that would then be implemented by the airlines. But the process will be that nothing like that would happen, unless, obviously, the president gives it the ok.
