Bless your cotton socks is a term of endearment often expressing affection. It's used when someone has done something cute or sweet, perhaps the person does not have to be wearing cotton socks nor do they have to have just sneezed. But don't use it too much though, as it can be patronizing. Someone who thinks they are as tough as nails doesn't go around hoping to be told this.
