Not all user faces are animated with motion. Some of them are animated with opacity. There's an entire industry that exists separate from front-end development called motion design. Motion designers don't necessarily have coding skills, but they're good at making mock-ups of how things could be animated. So it's not impossible for a developer or a non-timeline based designer to create their own beautiful animations.
