Russia's Use of Proxy NGOs to Achieve Foreign Policy Objectives
The West has underestimated the nature of Putin's regime that led to this horrific war. There were warning signs of what Putin is up to since he was second coming to power in 2002, 2000s. He thought he would mimic some of that American tactics to create a set of his own agents of influence under cover of non-government organizations. Many of those groups became under sanctions and they were put by Ukrainian government on a sanction list after the annexation of Crimea. The role of Orthodox and religious communities also interesting now as we see it, how Kremlin fused the power of Orthodoxy and the state.
