Jake Sullivan calls for a return to industrial policy with the US government guiding industrial development, which is exactly what China has been doing for decades. The vision of public investment that had energized the American project in the postwar years and indeed for much of our history had faded. And it also meant that by cutting taxes on the rich and implementing those policies that started under Ronald Reagan,. well, actually really started under Jimmy Carter but they really went to a whole new lever under Ronald Reagan in the US and under Margaret Thatcher in the UK.
