The Mayor Isn't Thinking This Is a Killer

In 1920, 1919, France who are trying to alert authorities that their two sisters are missing when authorities don't appear to be that concerned. One of the sisters is in Paris and she actually spots him on a Paris street. So police have no problem bringing him in. He is quickly arrested at a minimum because he skipped out on a four year prison sentence, hard labor sentence for defrauding investors. And when he is taken in, he's in his apartment and he's got the little black book in the apartment.
