The point is not to prevent leadership from emerging on the contrary. We build on it throughout. In fact, there are natural leaders that emerge. And they recognize this such by the other citizens. They play an absolutely crucial role. But at the same time, we don't try to do it sort of entrench the role of these natural leaders and elevate them above the rest.
