How to Find an All-in-One Animator and Illustrator

All of these people would be totally fine as animator illustrators. And what I was kind of thinking from the beginning but didn't quite want to say is work collaboratively on storyboards. Like, if a person is good, my thought is I want their feedback on a storyboard. If I can give them a script, I think a good workflow could happen.
