The City State Spite Is a Game Modifier, I'm a Heretic.

City state span is definitely a thing that can, that can sort of take over the game. I don't think any of these modes make the game better than it is in its straightforward, vanilla, random setdings. The heroes do feel like just another pass on. Great people band large. And as jug john says, you end all these city states on maps that often already have too many city states crammed into one little continent. But generally, i'll go for a science to cu culture victory, that one big war.
