What Do We Say to Non-Christians?

There's two different types of non-believers. There's ones who lack belief and those who just disbelief, but still want to be involved. What do we say to those people? And I can't really see a reason not to embrace them. It's important to between lacking belief or disbelieving. We tend to just blare over that boundary by just saying don't believe. Because Christian doesn't mean anything we want it to mean - it means I believe in the truth of Christ. But if you haven't got Christianity then you've got no faith at all.
