There's a recognition, especially in the House of Representatives from the very beginning that part of what it's doing is interacting with the public. Until 1795, the Senate met behind closed doors and the House met publicly. A lot of what they're doing is seeking to sort of assert their own positions vis-a-vis one another; courts do this as well. So these interaction effects will have certain effects on how presidents are perceived by the public.
