Damon and the Kingsguard Scene Outside
Rainira was so blunt with both Jason Luke about Damon and that moment. It's ironic that the person he accuses of killing his brother is the person most responsible for stopping that attack. Harold Westerling just wasn't going to do it so there's that too. Otto's whole plan was to order the Kingsguard Lord Commander to do that like he was never going to do that.
