Can We Squeeze Water Out of the Stone?

I don't think you can squeeze water out of the stone. Obviously, countries need resources. But i hear too much of the conversation about these crisis focused exclusively on resources. You have to couple that with demonstrating that you can use those resources effectively. We probably need greater prioriization of the groups that have most suffered impact of this pandemic. And yes, in some cases we may need more resources, particularly targeted to those groups that have suffered the most. It just requires political will.
