Howard Kurtz: Risk appetite is a matter not of external actors assessing whether you have taken more risk, but whether or not you think you're taking on more risk. He says there are individual instances where analysts say that the imposition of the national security law demonstrates that China doesn't care about its reputation and it's willing to take on morerisk. Kurtz: We could make arguments either way that more aggressive foreign policy activity means that they're comfortable accepting the the costs of itor that they are so anxious facing pressures at home that they feel the need to lash out abroad.
