The Refining Problem in the Value Chain

We are the biggest oil producer in the world, yet we are the second largest importer of oil. The type of oil thatat we produce, we're not able to refine ourselves. So this refining part of the value chain is the biggest bald neck. And so what we would like to have happen is for companies to see a an opportunity to invest in those refineries.
