The Five Mechanisms for Controlling Bureaucrats

There is no such clause in the US Constitution that forbids delegation to bureaucracies. Delegation has been practiced really since the first days of the American Republic. The first Congress of the United States delegated to Alexander Hamilton and his Treasury Department the job of cleaning up revolutionary war debt. For anyone to argue that delegation is somehow generically unconstitutional is ridiculous.
