Prennell: There are two kinds of competitive federalism, good and bad. Some states have opted to bring in a certain domicile laws would say that even in private sector certain amount of jobs will be reserved to the people who have domiciled in that particular state. So this is the kind of competition that we are witnessing between the states. He says healthy competition in states also requires not just good umpiring but also progressive rulemaking. The responsibility for ensuring competitive equality actually lies with the union government he adds.
