Why Schools Need to Focus on Tier 1 and Tier 2 at the Same Time?
The science indicates that if we're going to actually close outcomes gaps for students, we need to have tier 1 and tier 2 up and running together. We can't wait until tier 1 is fully in place before we move on tier 2. And it reifies what's called the wait-to-fail phenomenon. Where students who have needs, those needs will continue to go unmet unless we start moving on both fronts simultaneously.
