CCL-5 Tones Down Excitability

When a neuron has been recently recruited, for example, if it's been put in context A, the neurons that get recruited there becomes transiently more excitable. This CCL-5 turns on quite a bit later after the initial rate increase in excitability. It kind of fences off those neurons from further participation in neuron ensemble and the dust soap by inhibiting those neurons' excitability.
