The Democratized Grievances That We're Seeking

I think there's a general recognition that the groundwork has been laid by most of the major geopolitical actors, including our allies. Do we even have sufficient thought and international agreement, the equivalent of the chemical weapons ban, but for cyber? No. I hope that it doesn't require a traumatic event for us to really work on containing that.
