Large data systems containing hundreds of thousands or even millions of patient records are just far more valuable than the information in an individual doctor's office. Ironically, the thing that makes medical records safer from a security perspective inside the local doctor's office is the same thing that makes the medical record system relatively ineffective. Unless the doctor belongs to a large medical group, the health record isn't likely to be connected with or even available to other physician offices or surrounding hospitals.
