The Need for a Public Developer in New York City

I really like the idea of having a public developer that can do expropriation I think we've all experienced as tenant organizers. The state is not going to challenge the real estate industry they don't really want to and even if we're like, "We want you to own" New York State refuses right because they don't want to be a developer or a landlord. We need to win social housing and create new model public housing but we also have to build.
