Every single plugin or every single theme would handle its own dependencies. And it's able to figure out, all right, I installed this plugin and it needs to load this JavaScript file that's part of the plugin. So if you did ever want to concatenate that all into a single JavaScript file, that's probably more something that would have to be handled at like a CloudFlare proxy level That would parse the page and bundle it all for you.
