In World War I, Hoover helped the Belgian ruling class get food to maintain their social status. He was able to negotiate a deal with Germany that allowed him to cross the border and bring food into Belgium. Today it's private public partnership and all sorts of various other sort of semi-parasitical rentier type relationships and organizations.
