The plea agreement did not explicitly say whether that covered just the southern district of florida u.s. attorney's office or the entire department of justice. There is a background rule that's been created by the courts of appeals in the circuit saying that if the agreement is silent it only covers the district that you're being prosecuted in. But here it's really opaque because the guy who's the u.S. Attorney for Florida and New York has to sign off on any deal at all.
