Is There a Balance Between Public Figures and Nonpublic Figures?

On the legal side, though, there's not much question that the actual malice standard is made of. And the distinction between public figures and nonpublic figures is pretty difficult as well. How do we want to determine a press that isn't afraid to publish things but also isn't going around saying false things about random people for partisan reasons?
