Is There a State That Takes Medicaid Seriously?
Some of the stuff you're talking about, which is probably tinkering around the edges in terms of the extent to which it contributes, would be kind of squarely in the realm of state law and policy. The same states that often focus on preventing pregnancy through avoiding premodal sex are also more likely to reduce welfare access where it's needed most. You can sense sort of an ideological alignment here of laws in states that are restricting access to abortion and not really doing much to invest in families that are living in poverty or adding children to those families.
