How to Dodge a Question
A logical fallacy is just logic that doesn't make sense when you scrutinize it. There's only one intellectually honest way to dodge a question, which is just to say, I don't know where I don't want to answer it. Are you doing it to obfuscate or obscure the fact that you might be wrong and to follow your agenda? Or are you doing it because it sounded really good and you just haven't thought about it hard enough? And so you're repeating it. One is clearly more forgivable than the next.
