What Mill Means by "Hazard"
On liberty, it seems as though people are free to do whatever they want so long as they don't harm other people. But you could define harm so expansively that almost everything can be harmful to someone. Mill never actually tells us what counts as harm. And that is, I think, a weakness in the essay,. Although Mill is trying to write for a very wide audience.
