The Role of Competition in US Arms Control
Timothy Stanley: I'm going to aim for 10 minutes and it may take me 15. The observation at the time, which really hasn't changed, is that US-Russian relations were poor and deteriorating. And the overwhelming focus of effort within the US government in reacting to these trends was to focus on competition. We also said we wanted to cooperate. But if you look at the way we devoted our effort, when we put the shoulder to the wheel, the overwhelming focus was on competition and that hasn't changed this day.
