Mahal Novis Is an Institution Builder
Mahal Novis has this eminence in a domain in a scientific domain that comes to be seen as essential for centralized planning. This becomes clear from the late 1930s onwards it's recognized by Bose, other members of the national planning committee and so on. Nehru meets with Mahal Novis in the 1940s after having got complaints from many members of the National Planning Committee about how they were being forced to write reports based on incomplete data.
