In the Pacific theater where that issue kind of what are you fighting for not you know Nazi Germany you can construct that more easily. The average black soldier in the war against Japan is probably a labor a service guy or engineer building an airfield somewhere in the south Pacific. Initially the Australians don't want to accept black soldiers who are of course going to be a big part of this effort and it's the US Authority saying well yes you're going to live with this whether you like it or not.
