Rohingya are seen by the Rakhine Buddhists as being unwanted interlopers from Bangladesh, not true Burmese citizens and worst of all Muslims. There's been sporadic attacks and pogroms forcing Rohingya to flee to Bangladesh for generations. In 1982, the Burmese government passes a citizenship law that effectively makes the Rohingya and Burma stateless. They're basically the most unwanted people on the planet.
